Currency
Currently, due to technical reason, the prices in the rooms are shown in Euro €. For all that, you can pay with your card, no matter of its currency which will be converted by your bank. We send items to all countries in the international postal network.
Images
For the used products of the Postal History category which are unique, the image you see is of the product you are going to receive. These items has a front side and a back side image.
For the products in mint condition of the Postage Stamps category as well as Postal Stationery category,
the images are illustrative.
There are some cases when we apply the real image of a product in a mint condition. These cases we specify in
the description field of the product page.
In our images we usually use variety of background colors to define the product's edges only.
Please, bear in mind that while scanning or photographing the products, some varieties in shades, colors or distortion may occur.
On some images, we apply the watermark "Phila rooms.com" in different colours. This is only on the image and you are not going to get it on the product you order.
The addressee name on the cards and covers which been sent after 1970 are blurred.
Order
By clicking on the “Add to Cart” button, you put the chosen item or set of items in your Shopping Cart where you can check the total of your order and the estimate shipping cost for it. You can continue adding products to your cart before proceeding the order.
When you proceed the checkout form, we accept payments by MasterCard, Maestro, Visa, Visa Electron branding cards, using the 3D secure programs - MasterCard SecureCode and Verified by VISA, which provide the highest security level of payment.
You may only purchase Products from us if:
- you are legally capable of entering into a binding contract with us;
- you are an authorised user of the credit or debit card used to pay for your order;
Shopping cart
Products are stored in the cart for one hour for unregistered users and unlimited time for registered users unless they decide to clear up the cookies.
Considerable part of the products in this site are unique or in limited quantity but adding them to the cart doesn't reserve them for you. Bear in mind that while storing such items in the cart, they are still available for buying by other users. Only the successful payment assure the products for you.
Shipping
For delivering the things, we use registered mail by the Bulgarian State Post. It is on your own responsibility if you provide a P.O. Box for delivery address. We don't know if this works for registered mails.
In the store, we apply a weight based shipping. The weight of all available products is fixed in our data base, using the metric system unit - gram.
In your shopping cart form, please choose the country of your delivery address and the below specified costs will be added depending on the total weight of your products:

We send the items in a week period after the day of receiving the payment.
Please, bear in mind that after sending the products to you,
they are controlled by a third-party suppliers (including the postal services in your country) and we can't fix the exact delivery time.
Estimating, it can be about two weeks for Europe and three to four weeks for Outside Europe.

Цената на препоръчано писмо с предимство за територията на България е както следва: до 100 грама тегло - 1,55 лв.; 101-250 грама тегло - 1,75 лв. Return
Philarooms.com observes supplying products of the best available quality. Although, as a whole, we consider the postal collectibles non refundable products, as a last resort we can accept some returns on the following conditions:
- The return shipping cost is at buyer's expense.
- The delivery shipping cost is non refundable.
- The bank cards operator applies a refund tax of € 1.00 which is at buyer's expense.
- The buyer fulfills the return form on the site and returns the products in a week period after receiving them, providing all details.
- For the return must be used a registered mail sent to the address in our contact form.
- Items should be returned in an untouched condition in the original packaging.
- Returns undergo quality and authenticity check in our office.
- After determining the authenticity of the returned products we refund the amount that been paid to the same bank account where we received the amount from, excluding the amount of money paid for the delivery shipping + the operator tax of € 1.00.
Refunds will not be given if they do not comply with our returns policy specified above.
